Where were the SPCA when they received complaints about the plight of these dogs?

The SPCA is saying that the best way not to have your dog "stolen" is not to leave it outside on a chain when you leave your premises.
They are worried that dog-neglecting people will become "targets."
Where were the SPCA when they received complaints about the plight of these dogs? They did not step up to help.
The weather has warmed up a notch, the dogs are still alone in the yards, still on the ends of their chains.
The SPCA could help curb what some refer to as "vigilantism" if they would respond to complaints, remove neglected animals, give them top-notch care, and find new homes for them.
If they continue not to exercise their legal right to "prevent cruelty to animals", other people must assume that role.
To walk past a suffering animal and do nothing to relieve its distress is a real crime.
