Time and time again we hear tragic stories like this one

I also have a lot of questions about these horses. They didn't get in this extremely emaciated condition overnight. A 1.5 out of 10 on a body condition scale--come on. Surely there were people in the community who knew the horses were slowly being starved to death. The photos on various newscasts are deeply disturbing and absolutely heartbreaking.

How long was the SPCA aware of the situation before the warrant was obtained? Couldn't there have been earlier action? These are helpless creatures, dependent upon us for care and protection, yet time and time again we hear tragic stories like this one, when aid comes too late.
