Is euthanizing Haze the most compassionate thing the SPCA can do for him?

Report it to whom? I'm wondering who you expect to take action.

I see that the SPCA will see that Haze is "taken to a vet and put down". I'm wondering if any compassionate person ever reported the chaining of Haze to the SPCA? Chained dogs often are reported to the SPCA. Is euthanizing Haze the most compassionate thing the SPCA can do for him? Something's wrong with this picture.
