The SPCA, the Crown, the Government, are all one big happy family. Sort of like the police investigating the police, which means there will be no charges laid, and if so only if others are found guilty, which I think is their goal. The good news? They SPCA are on the hot seat once again, at least for awhile anyway, but we all know the real truth i.e. they were called in to handle the situation, but once again they didn't and that's why this tragedy occurred, which could have been preventable had they done their job in the first place.
