Good for you for having the courage to speak out against the lack of SPCA ethics. They know that adoption process is easy, quick, a fast $300 in their pocket and the adoptive family inherits the unknown behavioural problems with the dog that they weren't prepared for. I congratulate you for keeping and working with the dog. You obviously don't view your pets as disposable as others do. If you had returned him to the SPCA they may have disposed of him as I doubt they would spend money on rehabilitation - they don't have a history of doing such.
