It is up to the SPCA to make sure that animal overpopulation is not such a huge problem.

There is a huge amount more that the SPCA could be doing. While I applaud the efforts the SPCA is making in trying to find homes for all animals, it is also ridiculous to expect that all of society is going to be responsible enough to spay and neuter. There are always going to be people who don't fix their pets for a variety of reasons. It is up to the SPCA to make sure that animal overpopulation is not such a huge problem.

My local paper here has every breed of dog as well as kittens for sale. Making money off of selling animals is a cheap way to make an extra buck and I would bet most of these people don't pay taxes on the money they do make. Why is this legal? Why has the SPCA not licensed people wanting to breed if they are really that concerned about animal overpopulation? Why does the SPCA still send out unfixed animals from some of its shelters with only a certificate given to people?

I think the SPCA needs to be way more accountable for the overpopulation problem.
