Is it because Silvia Rutledge works for the City that the SPCA is giving the animals back?

These animals were found in some of the worst physical conditions documented in recent years, yet owner Silvia Rutledge gets them back after performing some cosmetic changes to her farm. The very fact this woman could allow the condition of these animals to get so bad in the first place, tells me she is an unfit guardian and incapable of proper care without being babysat by the SPCA and concerned neighbours.

What a waste of SPCA donor dollars, babysitting Rutledge so she may continue to exploit those poor animals for money.

The very fact that the SPCA is proceeding with charges against Rutledge speaks volumes about the severity of her animals' condition. And how does new shelter ensure she will remember to feed, clean and water her animals every day, and get them proper medical care when needed? It does not.

One of Rutledge's former next door neighbours says that her employer,the City of Maple Ridge, has been complained to for years, as have the SPCA, and both are equally guilty of doing nothing. Is it because Silvia Rutledge works for the City that the SPCA is giving the animals back?

How convenient for her. How many other people who've had animals seized in BC are paying off the costs in easy payments from their paycheques?
