Craig Daniell intends to ask for changes to the PCA Act

At an SPCA meeting in Vernon on Sept. 17/03 BC SPCA CEO Craig Daniell professed his intent to ask for changes to be made to the PCA Act.

The changes he has in mind do not include expanding the definition of what constitutes distress. He indicated that he is in the process of using the seizure of the most recent five Topaz Creek dogs in attempt to raise the bar on what constitutes distress to include psychological neglect. We wish him the best of luck. Change will never happen if no one attempts to raise the bar.

Mr. Daniell also indicated that he would like the Act to allow a more direct process with regards to the SPCA being able to enter properties and seize animals. He explained that the process of seizing animals could be quite complex under the current wording, and that he would like to see the process more streamlined.

We hope that Mr. Daniell is able to effectively change the PCA Act so that it may better serve the animals in our province.

The SPCA declines the help of a senior Crown prosecutor. So, what - aside from talk - is it doing?
