SPCA's last statement is puzzling...

"Jenkinson said that municipalities wanting to use the Napier Lane facility as a dog pound will be asked to fork over cash for improvements. We're saying 'if you want to use this as a municipal pound, then how would you like to finance it?'" he said."

Why is Jenkinson offering terms to do impound service when he has said that the Victoria SPCA is attempting to solve its barking dog problem by no longer impounding stray dogs who cannot be exercised?

We understand that the SPCA lost a lot of donations because of its bylaw enforcement contracts which made it the hated dog-catcher, and so wherever possible it is trying to get out of the dog bylaws enforcement business.

And we understand that charging to impound dogs is seen as animal-welfare and so it attracts donations (true animal welfare does not keep homeless animals in sterile jail cells so the SPCA is not doing animal welfare in any of its facilities in our opinion).

But if the noise of frantically unhappy jailed dogs is the problem, it can hardly be solved by accepting impound contracts.
