Will COPE and Larry Campbell help chained dogs?

Can we count on Campbell and COPE to do anything about tied dogs?
Doesn't seem that we can.

For instance, while the NPA report card criticized the COPE-supported council decision to spend $25,000 on a peace and justice committee of council, Campbell pointed to a Canwest News Service report that Ottawa may participate in a proposed U.S. space-based missile shield -- a modern version of former U.S. president Ronald Reagan's Star Wars vision.

"But, of course, if you listen to the NPA, we shouldn't worry about that," Campbell said. "We should worry about dogs and cats and sewers."

And how much stock does Campbell put in the NPA report card?

"Let me just say that I wish it was written on softer paper," the mayor replied.
