"rescuers" are part of the problem too

It is not only businesses that have tapped into the pet disposal business. There is a huge and growing "rescue" system that recycles unwanted pets also. "Rescuers" do not do this for gain, but they are part of the problem too. As long as there is a free disposal system, pets will be bought and recycled. As long as anyone can threaten that they are going to take their pet to an SPCA (the ultimate threat) some kind-hearted animal-lover will take the pet off their hands. No dumper has to take any responsibility or expense. And so the cycle of buy and dump is perpetuated even by the people who most disparage it. These good-hearted (mostly) women are tricked by their compassion into being a part of the pet industry. They are being used by the producers and sellers as free disposers of their used product.

We don't suggest that these women must stop - we know they can't, and they save so many thousands of animals every year. But if they do not use some of their time and resources to advocate for change, then they are truly part of the problem too.
