What would be the penalty if the SPCA found that they had served dog meat?

Now, let me get this straight: if convicted of serving uninspected meat, the restaurant owners may be fined up to $2,000.00 What would be the penalty if the SPCA found that they had served dog meat? Is killing and cooking dog an equal offence under the SPCA's guidelines? If not, perhaps we should have all animals considered potential food products, and be governed by the Health Officials. Seems there is a greater chance of detection and fines under their auspices.
