BC SPCA President Rick Sargent says that the new Penticton facility will advance animal welfare in the 21st century.

That's quite a leap, from grim 19th century Alcatrazes for animals...to the 21st century.

But we congratulate the SPCA for at last spending some money on animals and we like President Rick for his honesty in even mentioning killing and for hinting at the disgusting state of most SPCAs!
