Powell River gets humane treatment of dogs bylaws

I am from Powell River Branch and was please to see this posted on Brindleweb. It was great to see a positive SPCA post.

"Powell River Passes Anti-Tethering By-law
Congratulations to Tina Heary and the Powell River Branch for their perseverance in lobbying for an anti-tethering by-law in their municipality. After two years of presentations, meetings, letters, and telephone calls by Tina and other concerned animal supporters, Powell River has added a section to their by-law stating that animals must be given the opportunity for exercise ‘sufficient to maintain their good health, including the opportunity to be unfettered from a fixed area’. The by-law now also prohibits a guardian from hitching their dog using a choke collar or choke chain or a rope or cord directly tied around an animal’s neck. Thanks to our Powell River Branch for a job well done! "

I posted this response:
"Not only that but PRSPCA (especially Tina) is trying to get a breeding bylaw in place. This exists for cats in other municpalities but not dogs. We are hopeful that Powell River will be the first. We are also hoping that breeders will be recognized as a home based business and that they will have to purchase a licence for that too."

These are the bylaws that AAS had adopted in eleven municipalities starting in 1995
Only breeding regulations will work: the "mandatory spay/neuter cat bylaws" in other municipalities are useless
