My story is worse...if possible! I complained about an very old, very sick dog, so matted it couldn't walk properly and toe-nails curling into its pads that had been chained up for many many years, so the SPCA went (not very willinglly) and after that the owners kept it in the basement. When I then reported that to the SPCA, I was told "That wouldn’t be so bad, lots of dogs spend their lives in a basement."
