Dear Mr. Daniell,
I have just heard the story about a dog that spent his life on the end of a chain outside and froze to death last night.
Will the SPCA be prosecuting the dog's owner for psychological and physical cruelty? Did the SPCA ever receive complaints about this dog before it froze to death?
I encourage you as CEO and Manager of Cruelty Investigations to respond to all complaints about any animal left outside at this time of year, especially now that the Lower Mainland is experiencing unseasonally cold temperatures. I also ask you to take action to relieve the suffering of these animals by rescuing these animals and enforcing the Prevention of Cruelty to Animals Act.
I hope you agree that family pets, including cats and dogs, should not be left alone outside in brutally cold weather. What steps does the SPCA plan to take to prevent further deaths or the psychological and physical suffering endured by animals that is caused by frostbite, hypothermia and frozen food and water?
