The crisis in my own back yard is another. I forwarded the thread about dogs freezing outside on chains to our ASPCA constable who promised to follow-up on the dog who I reported to him three weeks ago for having inadequate shelter and frozen water ... he did NOT follow up and she spent this past week in a dog house without a flap, no straw for warmth and frozen water in her dish - and temperatures hit -37 at night and balmy -27 during the day. I'm sick about it all - I'm going to try my best to find a home anywhere for her - I have just discovered that the front fence is actually an unlocked gate.
