Some pound contractors DO know the difference between a pound and a shelter

Pierre Couture, president of Berger Blanc (a private pound contractor), says Barnoti's (Quebec SPCA) report is misleading:
"We're not the same. We're there for animal control. Our mission is not the same as the SPCA's. Most people bring animals here specifically to be put to sleep."

We have been trying to explain this fundamental difference to the BCSPCA for several years, but they don't quite seem to grasp this. You cannot be a humane organization that is supposed to investigate cruelty and educate, when you are also the pound who kills animals. Even SPCA staff who want changes to happen within the BCSPCA system, don't understand this. How can you ever gain the public's trust to do the humane work, when the public sees you as the evil-doer? Those who want lasting change that will benefit the animals in BC, must wrap their heads around this grass roots concept and encourage the SPCA to stop being the pound contractor for BC municipalities, so they can focus on their primary role. Part of this role, should be to set guidelines for animal care and enforce these at municipal pounds which are run by someone else.
