Why do some BCSPCA's continue to kill people's unwanted pets?

This past week in BC, there have been two cases of dogs being bludgeoned in the news. One was a Dalmatian who was hit in the head and then thrown into the Fraser River, and he survived. The other was a Blue Heeler who was found tied to a stump in Mission, and had been beaten to death.

One of the key arguments I have heard as to why the SPCA should continue performing the killing of unwanted pets that they cannot sell, is that if they don't accept unwanted pets in their shelters then people will take matters into their own hands and kill the animals in some other barbaric manner.

To the best of my knowledege the SPCA was still accepting unwanted pets this past week when these two dogs were bludgeoned. This proves to me that there is no public benefit for the SPCA continuing to have their open door policy for people's unwanted pets. The jerks in the world will still do it themselves anyway (as we've seen this past week), and other people would simply take their animals to a vet rather than an SPCA, which is the way it should be.

I strongly believe that the BCSPCA should not have an open door, unlimited surrender policy which contributes directly to them killing animals, and that the only people in society who should be allowed to perform euthanasias are qualified veterinarians.
