So which is it? Surrey SPCA killed six dogs to prevent the spread of kennel cough at the same time it moved dogs to other SPCAs

Surrey SPCA manager Kim Archibald says the six dogs were killed to stop the spread of the disease, and yet during the period that Surrey SPCA had this kennel cough, several dogs were transferred to other SPCAs. I saw them listed on Petfinder as:

"transferred from Surrey SPCA, being treated for kennel cough and responding well, not yet available for adoption.."

So why send sick dogs to other shelters? This goes against everything Archibald said in this article. SPCA policy conveniently changes with the wind.............
