There was a dead seal at one of the popular dog parks in Richmond, many of us called the SPCA and they wouldn't pick it up, so we called the city, they said it was the SPCA's job. The carcass was there until nature took it's course, I had to stop taking my dogs to the park as I didn't want them rolling in it, the smell was horrible. There is now another dead seal at Iona beach in Richmond, I am confident it won't get picked up either.
