Like New York, the City of Vancouver is also on an anti-noise campaign, and they have even talked about banning car alarms. Barking dogs is another contributor to noise pollution, and I know of several cases where people have complained to the Vancouver City Pound about dogs who bark all night long, for months on end, but because VCP ignores such complaints, the police are usually called to deal with it.
Measuring decibel levels is stupid; barking of any kind for more than 5 minutes should have such onerous fines attached that people stop leaving their dogs in yards.
