Well said, and it makes perfect sense! Smaller is better, for all of the reasons you've mentioned above. I have seen comments on the CYA message board that lead me to think there are many people who don't understand this simple logic. Those who do understand it, are simply trying to hold onto their jobs, at the expense of the animals.I agree strongly that those SPCA staff who want to continue with pound/shelter work, should put their resumes into the different municipalities. There will be a demand for trained people if each city takes over. And, the comments I've read about crummy low wages at these city shelters is a pile of you-know-what. It should be common knowledge that city staff are unionized and make very attractive wages/benefits.
