What Does This Mean?

Ummm... What better way for DB to turn the tables and prosecute the Municipalities for substandard shelter conditions under the PCA Act rather than have the allegations against his own Society. Makes sense to me for him to get out of AC. With him “downloading” shelter responsibility and financial burden to the Municipalities in the Lower Mainland, he can still continue to promote the SPCA’s direct care to the animals with shelters still supported by the SPCA in other parts of the Province. Now that's a business plan!

Cept, wonder if the public will get the slight of hand here, in that they will now be expected to pay two masters. (1) The Municipality: where they will have to pay increased taxes and service charges for the union staff now being paid for by the municipality, and for the upgrades that the SPCA will now be championing. Also, note there are now increased costs and charges are happening with the North Shore and Coquitlam pounds. (2) The SPCA: who will continue to solicit for funds from the public saying how they still desperately need money even though they have reduced their direct care for animals by sheltering them and providing medical care! However, they will still have a number of showcase shelters around the Province, just enough so they can say they are still in the business of caring for animals within the community and will beg sympathy from the important donors.
