Shouldn't keeping dogs this way be as illegal as puppymills? 

Write the BC SPCA.  Tell them that you want the PCA Act used to help all suffering, isolated dogs, whether they be on chains or other tethers, in pens, in garages, in sheds, under porches, in closets, or in basements.

Tell the BC SPCA you want it to use the word "suffering" in the PCA Act to prosecute for the suffering that more people in BC have to witness every day than all the media-attracting puppymills and starving horses put together.

Surrey SPCA seizes Ed "The Bum" Chase's dog
In early July, 2008, the SPCA seized Raymond for allegedly biting a man who was fighting with Ed at a gas station on the corner. The SPCA wants to destroy the dog, but Ed has hired a lawyer to fight the kill order in provincial court next April.  Is there a conflict in an animal welfare society being a dog-catcher, paid to seize and destroy dogs? Paid to silence dogs when it says it speaks for them?

Dozens of neglected horses are getting another chance at life thanks to the generosity of one Okanagan woman. I just don't understand why the SPCA won't be a little more pro-active instead of me stepping in and having to do this," she says.

As the City of Surrey's dog control agency, the BC SPCA's Surrey Branch applies for court orders to kill dogs the City and/or the SPCA have deemed dangerous. One of the dogs is a puppy. Why does the BC SPCA have contracts to protect the public from dogs when its mandate is to protect dogs from the public? Why isn't the BC SPCA speaking for these dogs? Who is the SPCA speaking for? What are the possible ethical conflicts?
