"Alaska got low marks, [the Animal Legal Defense Fund report] said, because [the state] has no felony animal cruelty laws, inadequate animal fighting provisions, insuffficient systems for helping to offset the expense of caring for abused animals.

The state also has no mandates in place for counselling nor mental health evaluations for people convicted of violence involving animals, the group said."
