Has anything been done to address the penning of dogs or putting them in cold dark garages for 24/7? I volunteer with the St. John's SPCA and have been asked by city council to evaluate the proposed changes to the animal control by law.

We are hoping to prevent continous tethering of animals, but I have the sames concerns as you over just putting them out of sight (out of mind).

Any direction you could provide from your experience would be appreciated.
