There is something wrong where municipal pounds do not insist on this

At last, mandatory sterilization for dogs may actually become law. What has taken so long? This isn't rocket science. Every pound in every municipality in BC should have asked for this decades ago. Instead, they are paid to deal with the excess by rounding them up and killing many.

And at last - an annual intact-dog licence that costs enough to make people sterilize their dogs. Go look at some municipal site's bylaw pages to see the completely ineffectual licence fees charged for intact dogs. $70 is an average fee.

There is something wrong where municipal pounds do not insist to their mayors and councils that dog breeding be controlled through steep intact-dog fees.

Mandatory cat sterilization has been, and will continue to be, impossible to enforce in our opinion.
