I know that my rescue while not in NS is FOR dogs who are deemed unadoptable, isn't that what rescue is for? If there was rescue willing and able the SPCA should give those animals one last chance. I and many rescues Canada wide have wonderful working relationships with many pounds and SPCA's and together we save animals! That's what it's about no? Being the NS SPCA, don't they owe them at least a shot at life?
