Perhaps all the municipalities could get together and form a *multi municipality kill coalition* or hit squad.
They could gather up all the *pesky* wildlife and all the domestic feral rabbit colonies and eliminate them all at one in one big show of death & destruction.
That way all the gardens and ponds in all communities will be safe for all.

Just think what a great place it would be to live where you know your flowers are safe from water or rabbits.

The human race sadly grows more & more disgusting on a daily basis.
