Or you can just refuse to call any place that keeps beings in cages a shelter as I have refused for years to. Call them pounds if they're pounds. Call them facilities if they aren't pounds but keep animals in cages.

In my opinion, keeping animals in cages isn't animal welfare no matter who does the spinning.
