This seizure of Ray by the Surrey SPCA, was very personal

What happened in the Ed Chase/Raymond case was that the City of Surrey was after Ed as he was homeless and they deemed him a problem. They were looking for something to hang on him. So the City had the SPCA seize Ray after Ed was assaulted by a stranger, and Ray allegedly bit this stranger. Ray spent more than a year in the Surrey SPCA, which would drive any normal dog crazy, before Ed was able to get the court to give Ray back. If not for the determination of Ed, Ray would have been killed by the City of Surrey and the SPCA.

This seizure of Ray by the Surrey SPCA, was very personal, and had little to do with protecting the public from Ray. To use an animal to exact revenge on a person is pretty low. Kudos to Ed for fighting back. The Ray I know is not the dangerous monster that the Surrey SPCA stated him to be.
