The SPCA has seized many dogs that were less thin than some of the Howling Dogs dogs. But the owners of those dogs were not connected to government and didn't have the money for lawyers. This is an organization that cannot be trusted. AAS documented evidence of why goes back to the 1950s. The sled dog slaughter is only further proof. It must be completely reformed, with all the people responsible, the board of directors, the CEO and his senior staff, and many of the SPCA's Special Provincial Constables, especially Eileen Drever, the SPCA's Senior Animal Protection Officer, replaced.
