I asked members of our local SPCA what they'd do if someone donated a million dollars to their branch. I expected them to say something like "spay & neuter every animal at no cost to owners etc." and/or "put the money into an effective education program. Imagine my surprise when the majority of them said, "build a bigger shelter". They just don't get it do they?
