What would an animal owner’s dirty work involve if a shelter or rescue group does not exist? “Homeless” how did it become that way? Unlike cats there aren’t too many dogs born on the streets. So what is a true stray? A dumped animal.

The flaw in your plan is that people are irresponsible. They can’t even get it right with a place available to take them. They’ve been dumped at shelter gates while the shelter is open. What’s with that?

Taxpayers are currently paying for the pounds. They pay the city, the city pays the pound contractor.

I am more than aware of how a well-intentioned rescuer can love their charges into neglect/cruelty.

Your idea will only work if people stop wanting. In the meantime who’s prepared to standby until then while the deaths from hot car exhaust and the dumping begin?
