"Owning" an animal should be considered a privilege and not a right. Perhaps if this were the case, things would be different re: dumping and homeless animals. It takes many years to change social behavior however, let us remember the SPCA has existed in this province for over 100 years. With all the millions of dollars they receive each year, very little of it is allocated to education.
