Many knowledgeable people have long believed that the CAMP assessment tool is nothing more than disingenuous pseudo-science designed to fail normal dogs. As long as BC SPCA policies support open surrender and pound contracts, the killing of dogs in excess of pound holding capacity is inevitable. In the case of Cheech, it seems obvious that CAMP is working as designed, allowing the BC SPCA maximum latitude to kill any dog it pleases, while maintaining the public relations stance that no "adoptable" dogs are killed.
