Dear Sirs,

GOVERNMENT ACTION TO ENFORCE THE PCA ACT?

I received a second e-mail from Ms. McIver (of Corporate Registry, Ministry of Finance). She responded to my initial e-mail to you. She states clearly that the Ministry of Agriculture is in charge of enforcing the terms of the PCA Act. In her words, "The Ministry of Agriculture is responsible."

Do you intend to enforce the Act? In her Ms.McIver's first e-mail she explained that enforcement was nothing to do with the finance department as they just receive whatever reports are offered.

The BC PCA Act states

Under the Corporate Duties and Obligations section
(4) Within 14 days after the annual general meeting, the Society must file with the Registrar of Companies

(a) in respect of the Society and each of its branches, audited financial statements, each in the form of a balance sheet containing general particulars of assets and liabilities, and a statement of income and expenditure.

It does appear to many people that the SPCA is obliged to produce audited statements, which they have not done. This has been going on for years.

We all want our money to go to the animals and we want to be guaranteed that this is where the money is going. We have no way to find this out. Without audited financial statements we know nothing about where our money is going. We really like what this group does in so many ways. It seems such an easy matter for them to comply with this simple requirement.
