AND this happens all the time...what one must remember is how this is so totally not an isolated incident.

My biggest complaint about the SPCA is their lack of trying to stop the problem, before so many of these poor dogs end up abused or at one of their shelters. This is EXACTLY the situation that feeds the SPCA's pound contracts.
