The RSPCA has proposed many positive additions and\or changes which may greatly enhance the mandate of the Society specifically and at some point, the mandate and mission of the BC SPCA as well. However, I also sense the need for caution and careful deliberation prior to attempting to have such laws enacted in British Columbia and applied to the mandate, policies and procedures of the BC SPCA. My concern is in regard to the provision and implementation of new or updated animal welfare laws at a time when the BC SPCA is struggling through the chaos involved in the process of attempting to repair and firmly re-establish the foundation which has been there to guide its principles and actions over many years. From my perspective I see a Society which does not display the consistent conviction as to what it really is and one which lacks a principled reference point for it's moral compass. This lack of consistency and steadfast ethical boundaries have led to decisions and consequences which have brought confusion and damaging conflict both within and outside of the Society itself. Before any new or reformed laws are enacted, which will build on and enhance a firm foundation of clearly defined rights, responsibilities and boundaries of an organization which is the voice for animals, that organization must be firmly rooted in its' own role; the prevention of cruelty in all the forms that cruelty and suffering can take, wherever and however it may be taking place.

I certainly do not expect the BC SPCA to fulfill its mission without partnerships. Years ago the policing organizations within British Columbia recognized that members of the public and community service agencies could be valuable allies. There are many such partnerships which have been offered and are still available to the BC SPCA. I believe that support and assistance from the community, including established rescue and animal welfare organizations, are vital components of the foundation which must be built and made strong before the visionary building blocks will stand firm and unshakeable.

Many people are familiar with the advice "if it ain't broke, don't fix it" . Sadly, in my opinion, the BC SPCA is broken and it does need fixing. The task ahead is huge and often overwhelming. I have no doubt that out of the tangled web will emerge a strong, credible, animal serving organization supported by capable, experienced, caring and knowledgeable groups and individuals speaking each and every day for the animals which cannot speak for themselves. It only takes one person, a leader and one step to get started, the rest will follow one day at a time. We owe this committment to the animals of British Columbia, which give so much and and ask so little in return. Every day that passes is another 24 hours of psychological and physical pain or death for many innocent victims of animal abusers.
