The latest news that Richmond council is seriously considering an alternative bid from Richmond Homeless Cats may have left Craig Daniell flabbergasted, but when he recovers, he might start to realize that seven or eight Lower Mainland municipalities are finally giving the BC SPCA a chance to reinvent itself as an "animal welfare first" organization that stays out of animal control, ditches its euthanistic baggage, and concentrates on helping animals through the PCA Act.
