Merritt Clifton, Animal People publisher: on separation of animal control and animal protection

Dear Judy,

Separating humane services from animal control is essential.

The two jobs can complement each other, but are best done by separate agencies, since the mandates of protecting people from animals at taxpayer expense and of protecting animals from people, at donor expense, are fundamentally in conflict, and are difficult to manage to the mutual satisfaction of taxpayers and donors even with the best of good-faith efforts.
