A look through their website, especially the "Breed Issue" page, shows they are a Bull breed advocacy group.

"Chained or tethered dogs.
A large number of fatal attacks to adults and children were inflicted by dogs that were chained or tethered. Dogs that are restricted by the neck are not free to retreat from perceived danger. This leaves the chained or tethered dog no alternative but to attack a perceived threat. Adquate fencing is a better alternative for control than a chain or tether. It is also safer for the dog."
