When will the SPCA start to lobby hard to local governments to prevent dogs like these being bred and sold?

Absolutely!!! Where is the magic fairy dust???

When I lived in New Westminster, I came by a dog on a chain. I called the pound to ask them to investigate based on cruelty and neglect I was concerned about, and told the pound I would be happy to buy this dog if she ever ended up at their pound. (This dog did later end up at the pound, and indeed the New West pound was kind enough to phone me and I was able to buy this dog and give her a much better life.)

But at the time I spoke to the Royal City Humane Society who had approached these people to very politely educate them about the dangers of keeping a dog on a chain 24 hours a day, 7 days a week (i.e., not socializing the dog to people, children). These dog owners told the RCHS to get 'the f&^* off their property.'

Just who in their right mind wants to educate people like this? I was actually told by RCHS to not talk to these people as they were 'pretty scary'.

Just what kind of people often (not always) but very often, buy dogs and leave them on chains 24 hours a day, 7 days a week?

We CONTINUE to need laws in place prohibiting allowing dogs to be left outside on chains 24 hours a day, 7 days a week, and we continue to need laws prohibiting the breeding and selling of dogs known to have a genetic predisposition to hurt. I saw an ad in the paper with an email address called 'noble savages'. What kind of a civilized society allows dogs like this to be bred and sold out in the general public? Dogs are at the height of small children's faces for goodness sakes. What kind of people are going to buy these dogs, and what kind of lives are these dogs going to lead?
