Notice how manager Takhar says to take complaints to him? Maybe there have been no "public" complaints but there are behind the scenes complaints by people who don't realize there is anywhere to complain to but the SPCA itself. Does Mr Takhar send complaints to the City of Burnaby? We welcome an answer from Mr Takhar.
