Which is it? Troman's double-talk

In response to: "BC SPCA President of the Board, does damage control".

BCSPCA Board of Directors Meeting Minutes – December 4, 2004:
"The CEO indicated that the Society is at a point where it cannot continue to operate as is and that the Board has the responsibility to set the Society’s priorities for which senior management can prepare a revised budget."

BCSPCA Public Website – March 2005:
"The BC SPCA will continue to evolve, change and improve over the years, but our future is by no means uncertain." B.C. SPCA President Mary Lou Troman

So which is it?

Is "the Society at a point where it cannot continue to operate as is", or is the SPCA’s future "by no means uncertain"?

The answer appears to be as clear as mud.
