The next steps are...
1. for the SPCA to wait to find the right person who will really be a "guardian" (the SPCA's P.R. buzz word for the people it has always just sold animals to), even though every day of feeding and holding Suzy costs the SPCA money;
2. for the SPCA to make that person sign an agreement that they are not ever allowed to pass Suzy on to anyone unknown to the SPCA (not just for one year), and that if the new "guardian" can't keep Suzy for any reason, or can't afford her care, that Suzy reverts to the SPCA so that it can choose her next "guardian";
3. for the SPCA to microchip Suzy permanently in its name so that it will know if Suzy is lost or at another SPCA/pound and her owner not to be found;
4. for the SPCA to dedicate itself to the welfare of its "rescues" for the rest of their lives. Anything else is just pet shuffling, albeit, when surgery is required, expensive pet shuffling.
