By the time the SPCA came, the pup was on the spit

AAS has just learned from one of the neighbours and complainants to the SPCA that the SPCA was phoned about this pup who was crying in a garage several times over a period of days. The SPCA stalled and stalled, and by the time it came, the pup was on the spit. But telling the SPCA wouldn't have saved the life of the pup even if it had come promptly because one of the SPCA's top Constables, Elieen Drever, told AAS that there is nothing wrong with keeping a dog in a garage as long as there is light.
