When did the BC SPCA get the authority to show up on people's doorsteps wanting to know what they are going to do with their 7 cats

When did the BC SPCA get the authority to phone people's doctors to see if their cats are causing health problems?
As far as I knew, no-one except the police had that right to contact a person's doctor, without written consent from the person involved.
Scary, but more and more it seems that the SPCA are behaving like police at their worst.
When did the BC SPCA get the authority to show up on people's doorsteps wanting to know what they are going to do with their 7 cats - who look wonderfully cared for by the way. (How many SPCA's do you know of where the cats live communally with access to a fenced yard?)
I have 3 cats and a dog, I have asthma, and I'm a critic of the SPCA.
Now what are we going to do about that?
