What happens when Vancouver gets "the big eathquake" one day? Everyone knows it's going to happen, we just don't know when. So when the whale tanks crack and all the water flows out, and the humans are too busy saving themselves because history shows that's what they do first in a disaster, do the whales just lie on concrete and die? There will be no water mains, so it's not as if someone can stand beside the whales and hose them down..............
I'm sure the Aquarium will say it has an emergency plan in place for its animals, but you cannot plan for something like that.
